State finances push cut to school funding in 1899 plan
The governor outlines a plan to reduce annual appropriations by 500,000 dollars to meet unpaid obligations and preserve state credit. He vows to liquidate at least one and a half million dollars of debts in two years, approves part of a 5 million dollar item, and withholds 500 thousand annually while vetoing unnecessary salaries and pet projects. He notes legislature adjourned with no new revenue beyond a possible 200 thousand per year from a mercantile tax. He cites a looming 5.5 million dollar year-end appropriation due June 1 with only partial funds likely available. He stresses paying pre-existing debts before new burdens. He mentions court-seat politics and partisan shifts affecting upcoming supreme and superior court vacancies.
