Panama Canal completion and possible honors for Goethals
Colonial Goethals and his three army assistants have led the Panama Canal to near completion with new water soon to be turned into the locks. Congress may honor Goethals with a senior position or the thanks of Congress for the work, while officers Hodges Gaillard Sibert and naval engineer Rousseau may also receive recognition. The project has required more funds than initial estimates, but Goethals testified the costs are necessary for a functioning canal and Congress is expected to respond with promotions or thanks.
