Civil service plan ends police exams in thirty third-class cities
Governor Brumbaugh signed a law placing policemen in third class cities under civil service within forty eight hours. It exempts current officers from exams and sets up a civil service commission to conduct tests and appoint officers from top three on the list. The commission may hire a secretary paid by each city. In mine legislation, proposed bills for Ramsey and Scarlet mine caves pass with strict rules. The Ramsey measure creates a surface support bureau and mine inspectors, while the Scarlet bill tightens surface support and makes certain removals of coal causing subsidence a criminal act with fines or imprisonment.
