President cannot set permanent policy for Philippines says paper
The New York Journal and Cincinnati Enquirer demand a fixed policy on the Philippines but the editor argues Congress holds that prerogative. The piece notes the President cannot unilaterally declare a lasting government in the islands, and praises strict volunteer recruitment standards and fitness in commissions. It also comments on Republican Senate control and tariff effects on global trade.
