Subscription Rules and Fraud Penalties for Newspapers

The text outlines that subscribers who do not deny renewal intent are presumed willing to renew, while discontinuing may still require payment of arrears. If a subscriber neglects to take papers, they remain responsible until bills are settled. Moving without notifying the publisher leads to liability, and courts treat refusal to pay or fraud when papers are not collected as criminal. Prepaid notices require end-of-term cancellation to avoid further charges. News publishers may arrest for fraud under current postal laws if a paper is taken and unpaid.
