Split Montana Legislature Holds Separate Sessions

In Montana the lower house split, Republicans meeting in a hall and Democrats in the courthouse while the Senate caucused at the courthouse. Republicans, sworn and organized with Speaker A C Witter, faced Governor driven restrictions, while Democrats were sworn by a notary and doors kept closed to non-certified electees. Senate lacked quorum without absent Democrats. Lt Gov Richards presided for Republicans. A later Republican-elect caucus explained the separation as Governor’s veiled control, with the Senate balanced and no contest to preside. A separate note covers Indiana Natural Gas and Oil Co filing to build gas pipes from Porter County to Chicago, amid farmers opposing right of way.

Navy rebuilding progress and future budget plans

Commodore Wilson reports four steel cruisers and a steel dispatch vessel active, with the Baltimore, Vesuvius, Petrel, and Charleston nearing cruising readiness. Seventeen wooden and iron steamers remain usable, and future builds will yield ten armored ships, thirteen one-turret monitors, twenty-one steel gunboats, two dynamite cruisers, a cadet practice cruiser, an armored ram, and a first class torpedo boat. Expenditures for 1889-90 include hulls, repairs, and navy yard labor, with a push for rapid completion. eight to nine years may pass before wooden vessels disappear, and a deficiency appropriation is urged to avoid interruptions. The thirteen single turreted monitors are deemed useless and may require 405,000 to restore harbor and coast defense capabilities. The report notes difficulty obtaining factory bids due to cost-limiting legislation and urges bureau independence from such constraints.
