Glenville, three miles from Tarrytown, lacked water Tuesday as the Gypsy spring on Gen Howard Caroll’s estate supplied the town. William Van Winkle thawed a frozen pipe that fed the spring and found a garter snake inside. The snake, frozen from Monday night’s cold, blocked the supply and was released when thawed.
