No broad plot against student loan repayers found

Capitol Hill reports that defaults on federal student loans are not part of a deliberate conspiracy. Since 1966 about 32.3 million dollars in defaults and bankruptcies remain, a 1 percent nonpayment rate against 3.3 billion in total loans. California bankruptcies are not a nationwide scheme, but reflect local rates. most delinquencies are covered by loan insurance and many borrowers begin repayment after graduation.
