HARRISBURG AP Maurice B Dabney Philadelphia druggist twice convicted of illegal narcotics surrendered his license to the State Pharmacy Board one month after it was restored. Board Chairman Daniel Snyder noted the action was voluntary amid controversy over the boards 1961 policies and gubernatorial intervention. Dabney, 87, on parole, was released last year after part of a 2-5 year term.
