U.S. Senator Stuart Symington urged action to counter the Soviet Union's rising economic strength and a global trade battle. He called for a coordinated economic NATO with the EEC and EFTA and promoted equitable trade, criticizing the administration while noting Soviet growth outpacing the U.S. 6 to 8 percent versus about 2 percent.
