Boston May 17 Governor Foss refused to refer Clarence V. T. Richeson’s commutation petition to the executive council after insanity commission reports. They found Richeson sane at the time of the murder of Avis Linnell Richeson and today, though noting a family history of insanity and periods of hysterical disturbance. The governor concluded clemency would be contrary to the public good.
President Taft, in Cleveland, says Ohio’s result will settle the Republican nomination and claims Roosevelt has only 200 delegates, not 522. He gives prepared figures showing Roosevelt with 309 pledged delegates and asserts only 188 remain to be chosen. Taft urges an Ohio president and denounces Roosevelt’s challenges as unfounded. Maryland Democrats pledge to Clark at large and district delegates in Baltimore.

Observations from yesterday show cloudiness in Pittsburg and New York. Buffalo and Chicago report rain. St Louis clears with cooler air moving in from the north. New Orleans and Philadelphia show clear or cloudy conditions as a warm front approaches. Showers tonight with Saturday fair and warmer conditions expected.
