SAN FRANCISCO May 12 An American proposal to try organizations as well as individuals for war crimes opens a legal route to force labor in rebuilding war-devastated Europe. Britain Russia and France officials at the United Nations Conference favored the idea. Molotov reportedly carried the plan to Moscow. Judge Samuel I Rosenman acted for President Truman with Secretary of State Stimson in discussions. State Department officials explained a plan for an international tribunal to judge major individuals and organizations accused of atrocities. If the Nazi party or its adjuncts and possibly the German army are found guilty, members could face hard labor in reconstruction in Russia France and England. The arrangement would back the use of Germans to rebuild what they destroyed.
Harrisburg May 12 91 Col C M Wilhelm Pennsylvania State Police commissioner urged all-out enforcement of speed laws to conserve cars rubber and lives as wartime transport systems face potential breakdown Local authorities were urged to join the drive Wilhelm said the police will redouble efforts focusing on speed in this critical hour He warned new cars and rubber may be scarce for a year or more after the war ends and stressed conservation through careful vehicle use and sale operations.
The County Election Board announced military ballots will be mailed to armed forces upon request. Issuing a ballot was approved in March by Governor Martin. Primary ballots for June 19 1945 require camp requests, approved by officers, with home-based approvals limited to November.
In Pittsburgh on May 12, West Penn Machine Company Shops, Inc. filed a $41,500 suit in federal court under the War Labor Disputes Act. The company says union officials at Local 2874 United Steelworkers of America CIO called an unlawful five day strike costing five days work for 25 employees and bypassed the National Labor Relations Board ballot process on war production interference.
A Farrell High School reunion in Germany brought seven chums together as two men aided in the liberation of a prisoner of war camp, freeing five others. Pvt. Henry Russo and Cpl Joseph Reda led the rescue, freeing Lis Kerneth Collins Henry Saborsky Eugene Plonchak Flight Officer Henry Deck and Sgt Emanuel Mousanis. In Washington Rep Price proposed that Germany and Japan pay American prisoners $10 for each day of captivity.
