Henry A. Wallace opened a speaking tour in Cleveland saying US resources can break the Moscow conference deadlock. He told 4,000 at Public Auditorium that the conference ended in failure and blamed President Truman’s four hundred million anti Soviet loan plan and the Europe debate for the collapse.
