The other would use funds from the National Service Life Insurance Trust for veterans loans and boost FNMA loan authority, while easing down payments for veterans and nonveterans. By last month housing starts fell to 910,000 annually, the lowest since 1949, with a suggested down payment cut easing FHA purchases if private VA funds shrink.
