Roosevelt managers warn voters and expose Penrose tactics in Pennsylvania where fake Roosevelt candidates may be entered to split the Roosevelt vote. Philip Hichborn, son of Rear Admiral Hichborn, committed death by own action at his sister’s Washington home.
