Washington AP reports a U.S. appeals court struck down FCC rules restricting pay cable offerings. The panel said the agency lacked proof of harm and warned of a potential bid war for first run movies and major sports. The ruling leaves open rules if harm is clearly stated.
At a White House session with 19 citizens, James R. Schlesinger outlined a policy shift away from recycled plutonium and breeder reactors toward uranium powered plants and fusion research. In Chicago Judge Mark Jones revoked Linda Taylor’s $150,000 bond after discovering her listed home address was a vacant lot. The 27 week trial led to 49 felony counts including full welfare fraud and perjury. Taylor testified about staying at multiple locations to avoid police harassment.
Ford City board approves revised school calendar for 1976 77 term. Final student day June 8 and teachers June 10. Baccalaureate May 29 and commencement June 3. Possible further revisions for unforeseen events. Louis Pressman named coordinator of special education at 16000 salary. Jerry Stufft hired as multi media specialist. Intermediate Unit budget set July 1 1977 to June 30 1978. April meeting moved from 14 to 21.

A five hour Harlem loan confrontation ended peacefully when Suquam Abdush Shahid surrendered to police after releasing four hostages unharmed. Abdush Shahid, 30, the corporation secretary, had demanded a $500 000 loan and wanted rights for his Kuwhit Sunni sect. He was charged with kidnapping and weapon possession and arraignment was set. The standoff began during talks on a Urban Homesteading Act loan to convert two dilapidated Harlem buildings into housing. The hostages included his captives in a downtown office building. The Cairo newspaper Al Ah ram indicated it would publish his demands. The hostage situation followed his eviction from a Bronx apartment earlier that day.
The Purchase Line district considers placing a May primary ballot item on district participation in a Indiana County Vocational Technical School after a special meeting with vo tech director Norman Waldman. If not, public meetings may be scheduled to gauge community support. Derry Township residents Donna Folk 29 and her sons David 9 and Donald 4 are in fair condition at Latrobe Area Hospital after a two car crash on Route 982. David Folk 36 of Blairsville R D 4 and Wayne Frank 25 of Chestnut J Derry were identified as drivers. A second two car crash on Wayne Ave and Hospital Road caused no injuries. Other minor incidents included collisions on Chestnut St and N 5th St and a hit and run on hospital grounds. Damages were reported at various totals.
State police at Indiana station are continuing a search for Carson David Capps, 15, of Indiana R. D. 1. The white male, 5 feet 4 inches, 120 pounds, with brown hair and brown eyes, was last seen wearing a blue denim coat after leaving school yesterday afternoon.
The Indiana Area School District lists kindergarten registration and Amblyopia Vision Screening at elementary buildings from March 28 to March 31. Children must be 5 by January 31, 1978 for kindergarten and six for the sixth experience level. Parents must show birth proof and immunization records. Volunteers from the Indiana County Blind Association will conduct eye screenings.
