He disapproves a municipal indebtedness ballot measure for breadth that could threaten constitutional limits.
Chester, Pa March 7 Mrs Isaac Abrams 50 beaten to death and Sadie Chatham 30 fatally injured by her husband John B Chatham 35 a druggist. After killing the women he tried to kill his 1 year old child then shot himself dying later in hospital. Baby grazed by a bullet but not seriously hurt. Chatham used a hammer in the assaults.
