At a crossing near Bakersfield California a Santa Fe passenger train collided with a two trailer oil rig. A massive fire killed 14 and left 65 injured. Investigators said the oil driver ignored a warning sign and fled the scene after the impact.
The Senate’s continuous civil rights debate enters its third day with Southern senators opposing measures and showing little sign of a breakthrough. Forcible school integration amendment was defeated 64 to 8 as Ervin and Ellender spoke into the night while quorum calls kept attendance around 51. Everett Dirksen had the high court rulings recorded in the Congressional Record amid jeers from Eastland.
In Vatican City Pope John XXIII marked his forehead with Ash Wednesday ashes as a sign of humility and penance. He blessed ashes in his private chapel before Mass, and his secretary Msgr Loris Capoville received ashes along with other papal staff.
Uruguayan university students clashed with police during President Eisenhower’s pass through Montevideo. Tear gas and fire hoses drove back demonstrators, with sabre cuts reported and one man arrested. The worst flareup occurred at the School of Architecture as the motorcade neared the university.
Registration costs for one day in Indiana County totaled 237.94 dollars according to the county commissioners. Nine voter registration sites registered 152 people, with 79 Republicans and 73 Democrats. Bad weather and icy roads reduced turnout, especially in the evenings. Special hours were set by the county registration office for Friday, Saturday, and Monday to help residents qualify for the April 26 primary. Mrs. Ward Johnson, chief registrar, announced hours for the courthouse basement office: Friday 8:30 am to 9 pm, Saturday 8:30 am to 4:30 pm, and Monday 8:30 am to 9 pm, with noon hour open.
In a Vatican announcement Pope John XXIII named Msgr. William G. Connare the new bishop of the Greensburg diocese serving about 200000 Catholics across Westmoreland Fayette Indiana and Armstrong counties. Connare, 48, former pastor of St. Richard's Pittsburgh, succeeds the late Bishop Hugh L. Lamb.
Harrisburg AP reports bonuses totaling 62 408 440 have been paid to Korean War veterans or beneficiaries. Director Ryan says all eligible claims filed by Feb 28 will be paid by end of March. Applications have slowed to about 1 500 a week from 20 000 daily at program start last October. The state has issued bonds of 150 million to cover anticipated claims, with about 401 000 veterans eligible. Filing deadline is December 3, 1963.
Schuylkill County fights loss of coal jobs as plans for a 130 million dollar Philadelphia & Reading plant near Pottsville aim to convert coal wastes into gases and chemicals. The project could attract satellite industries, offsetting a population and employment decline and boosting regional prospects through established processes and regional investment.
A spending bus veered 200 yards down a crowded sidewalk in Mexico City, killing ten people including the driver Antonio Garcia Castillo who officials say suffered an epileptic attack. Victims included three vegetable vendors, two pedestrians, a 6 month old baby, a housewife, and two bus passengers. Several others were injured. Coral-Graceton fire Co. party.
Stunned survivors fled quake ruins in Agadir as Red Cross officials cited tolls of over 3000 dead and 5000 injured. Dr Albert Rainhardy, flying in from Geneva, warned 2000 more dead than Moroccan officials' estimate. Rescue teams worked amid pleas for survivors and bodies.
Jaren L. Jones of Salt Lake City said many party leaders favor the President for the opening address at the Republican National Convention in Chicago this July. He told newsmen that the President’s acceptance could be considered probable, as conveyed by the convention vice chairman.
Fire roared through a section of Hiram Swank's brickyards in Clymer last night. Five fire companies prevented total destruction of the plant with damages up to $300,000. Firemen battled flames for three hours and remained on scene into the morning. The tower housing clay bins and vibrators was destroyed while the lower mill suffered extensive damage. A.S. Swank reported crews still monitoring smoldering areas at first light.
Gen Lauris Norstad announced a three nation NATO unit combining U S British and French battalions armed with conventional and nuclear weapons. The force will be mobile and under a single command with battalions rotated for training, and two more countries will later contribute one battalion each. Bonn said no base decisions outside West Germany without NATO consent.

Willem van Rie, a Dutch radio operator, is acquitted by an all-male jury in the Lynn Kauffman death case. The 31-year-old seafarer smiled as the verdict was read in Suffolk Superior Court. His wife Nella sobbed and nodded, while the defense argued the girl died in a shipboard romance gone wrong during a 44 day voyage from Singapore to New York.
Los Angeles AP report on Dr R Bernard Finch and his mistress Carole Tregoff on trial for murder of his wife. Finch admitted adultery and deceit as attorney claimed, while denying murder. Prosecutor’s summation highlighted infidelity and lies amid a scandalous cast including John Cody and other figures.
