Health official withholds sewer permit until plan submitted

The Governor, Attorney General, and Commissioner of Health agree the public health requires withholding a permit to extend borough sewers. The Health Commissioner will not grant the permit until the borough prepares a town sewage treatment plan and submits it with a report to the State Department of Health for approval by October 1907.
