Battle To Prevent Japan Trial Faces Charges And Debate

The case concerns a U S soldier, Girard, who fired a cartridge that caused death on a U S firing range in Japan. Japan seeks to try him in its courts asserting jurisdiction over offenses by U S personnel abroad. The U S government contends he acted without authorization to fire the cartridge case. Washington officials debate treaties allowing trials by foreign civil courts for off duty offenses. Congress members push to alter or cancel such treaty provisions, while calls grow for fairness and possible U S troop withdrawal if consent cannot be obtained. Girard’s mother has hired two Peoria lawyers to defend him in Canada and Japan inquiries continue.
