The West Central Division, including Indiana 11 counties, cut accidents 32.1 percent in the first half of 1931, ranking second in the state behind the Northwestern district's 41.2 percent drop. Fire traps blamed as city blaze kills dozen in ruins
Investigators led by Smith and Fire Marshall Pfarr with the Fire Underwriters Association call the half century old building a fire trap.
