Paris July 26 AP an authority said Jewish and Arab negotiators drafted a provisional settlement plan for Palestine creating two independent states Jewish and Arabic to be declared permanently neutral under the United Nations. The plan has been sent to London and Washington for study. The Arab office in London dismissed expectations of acceptance by Arab peoples or governments. The plan also calls for the mandated territory east and west of the River Jordan to be neutral under UN oversight.
