Gov. Scranton's changes to the school subsidy formula likely raise annual costs to about $90 million, up from $46.7 million. About 88 percent of Pennsylvania public school districts would get higher subsidies if the plan passes the legislature.
The General Assembly returns from a two week break with Democrats seeking to restore 19.3 million in cuts made by Gov. Scranton to the 1.151 billion general appropriation. House leaders vow to override the veto and restore 10 million for public assistance and 8.5 million for child welfare, needing a two thirds majority with Republican support. If blocked, new legislation to restore cuts may be pursued.
Governor Scranton proposes using Olmsted Air Force Base south complex in Middletown as a commercial jet airport by 1969 when the base closes. Negotiations with the Defense Department and federal agencies aim to transfer facilities at no cost to the state for leasing to private firms to fund the project.

Karl James Huselton of Renfrew, Pennsylvania, pleaded guilty to burglary and larceny for stealing gasoline from the Ear Park property in Washington Township on July 12. Syngman Rhee, former South Korean president and founder of the Korean Republic, died at Maunalani Hospital Honolulu at age 90 after a stroke. He had been in failing health for three years and wished to die at home. His Austrian-born wife Francesca and adopted son Rhee In-soo were summoned as he declined. His lifelong dream of Korean unification as a republic remained unfulfilled.
Death notices list six individuals with ages and hometowns including Glen Campbell Detroit Blairsville and Indiana along with street addresses. Names include Caroline Gach Sophia Balas Krolick James Steele Clair Wagner Mary Allison Mary E Bost and May Young with ages ranging from 51 to 78.
