Philadelphia Plan In Third Year For Blacks
The Philadelphia Plan, started in 1969 to integrate white only building trade unions, shows mixed results in five counties. Blacks held 13.4 percent of federal construction hours in 1971, above the 9.8 percent goal, yet unions report difficulties revealing member details and argue the plan pressures unqualified hires. Critics call the effort ineffective and politically loaded while contractors and officials debate enforcement and impact.
