Harrisburg July 17. Pennsylvania will borrow $50,000,000 under the new tax anticipation act to cover extraordinary expenditures until revenues begin next year. Gov. George H. Earle, Treasurer Charles Waters and Auditor General Frank Baldwin approved the initial loan, with bids to be publicly opened. The rate may be well under 4 1/2 percent, possibly around 1 percent.
