WARRISBURG Jan 29 Proposals for additional highway patrol men lighter financial responsibility laws for drivers and use of automatic governors to limit speed are being studied to improve highway safety. Senior counsel Joseph Sloane of the revenue department outlined these plans to the Pennsylvania Motor Federation. Also urged were drivers card fingerprints or photos presumed guilt in certain accidents official motorist tests and raising the driving age to 18. Warren Van Dyke secretary of highways pressed for a $500 000 ad campaign to promote scenic attractions. John Rupp Allentown urged a constitutional amendment to keep motor funds for road building avoiding diversion seen as a burden on vehicle owners.

Also Walter Renz 47 of Chevy Chase and Clara Townsend 67 of South Bend die in late January with family survivors listed and funeral details. George W Lambing 71, John Arthur Lambing, and Marian Lambing noted with extensive survivor lists and services planned in Home and Punxsutawney. Jennie B Williams 69 of Saltsburg, Betty Jean Scott 6, Martha Belle Moore 50 of Saltsburg also reported with next-of-kin and service times.
Memorials list survivors for Roy Ramsey and others across Minnesota Leechburg Latrobe Kittanning South Bend and West Lebanon filed with church affiliations. Funeral services set for January 30 at Moore home Sattsburg and February 1 at Elderton Presbyterian Church with interment in Edgewood Salisbury and Elderton Cemeteries. Frailey McCracken of West Lebanon died at 6 30 am aged 75 6 10 born July 19 1861. Survived by wife Wilda Carney McCracken two sons John H and Daniel A West Lebanon two daughters Mrs Charles Hall West Lebanon Miss Edith McCracken Elmhurst NY and sister Mrs William Smith Shelocta. Norristown, Jan 29. Secretary of Welfare John D. Pennington called the housing conditions at Norristown State Hospital for the Insane deplorable and urged a $1.5 million building and improvement program after an inspection. He reported 400 patients in excess of capacity, crumbling plaster, rattraps, and too few beds and attendants. The trustees were praised for effort, but Pennington said the cure lies in higher appropriations.
Philadelphia, Jan 28. The commonwealth urged the supreme court to revisit a year old ruling that the state authority act is unconstitutional. It would create a state authority to build and repair public buildings funded by bonds and federal grants. The court held the measure violated the constitution by restricting state indebtedness to 1 million dollars except for referendum approved bonds.
Union County commissioners consider abandoning the jail after state findings of unfitness and taxpayer reluctance to fund a new facility. H. M. Showalter asks Northumberland officials to transfer prisoners to Sunbury jail in Northumberland County.
Thirteen Allegheny County judges oust Judge M A Musmanno as head of criminal courts three days before his term ends, reassigning him to Common Pleas Court after a conflict over night court sessions. Musmanno accused District Attorney Andrew T Payk and three others of contempt for not acting in night sessions.
Treasury balance as of January 27 shows receipts of 60.88 million and expenditures of 61.45 million leaving a balance of 1.738054402656 billion. A meeting to discuss the shutdown was announced by T C Graham and J F Delaney. Union officials said an undetermined number remained inside awaiting outcome of talks. Wages in dispute and plant operations tied to compounding work that feeds other departments.
