Veterans and military leaders led a solemn funeral procession in New York for General Joe Wheeler. Services at St. Thomas Episcopal were followed by a flag draped caisson bearers, a riderless horse, and floral tributes including one from President Roosevelt. It fixes weighmaster fees and penalties for false certificates or noncompliance and authorizes jail for nonpayment or violation. Weighing certificates must be delivered to purchasers before payment.
