Debt lingered for Carter era HUD appointee Maloney

The piece notes Thomas C. Maloney, a Delaware Democrat appointed as HUD Middle Atlantic regional director, carried a campaign debt of about 43,434 dollars as of Sept. 30, 1977. His 1976 Senate bid left 46,000 dollars in red, with creditors including corporations. Maloney has hired a lawyer to negotiate 20-cent-on-the-dollar settlements, a tactic questioned due to corporate prohibition on political contributions. The article contrasts him with Costanza, who cleared a 9,?2?25 debt and donated a 4,000 surplus.
