Constitutional expert argues Congress has broad power to regulate interstate commerce but states retain authority over property ownership, corporate creation, and business powers. He challenges the view from Gibbons v. Ogden that Congress has unlimited power, citing Supreme Court rulings limiting federal reach.
Laboring classes in Jenghind form an independent working party. They say Liberals pretend to help but are financed by industrial heavyweights opposed to landowners. They believe workers could dominate politics in Britain if they backed their own representatives, but fear the expense of contesting Parliament.
Rebels in Radon Poland 57 miles south of Warsaw erupt in revolt. Warsaw insurgents blast public buildings with dynamite. A pitched clash between rebels and troops leaves several officers and many soldiers and rebels dead.
Paris dispatches describe the Russian Imperial family as prostrated with terror. The Czar appears dejected and indecisive, greatly worried by reports that strikers are marching on St. Petersburg from outlying districts.
The strike movement grows in Kovno Russia with rioting begun. No serious damage yet. Kovno, capital of its province, borders Germany to the east and lies near the Baltic Sea. A few residents are Russians.
Moscow reports a growing strike movement with 10,000 workers by noon. Nonparticipants were expelled from factories and equipment damaged, gunsmith shops stripped of arms, many shops closed. Tanneries workers also joined the strike today.

Prof T M McDougall of Alleghany conducts dancing classes in Library Hall. Barry Wilson Jr returns from life-home to Kish for illness. bargains at Vogel’s Friday and Saturday.
