Welfare Reform Push There May Be More Changes In PA

Pennsylvania lawmakers pushed welfare reform with Act 202 in 1974 and may pursue further changes in 1977-78. The system costs taxpayers about $1 billion annually, with November spending over $82 million. Proposed reforms include shorter benefit termination notices, training and job placement registration, tighter eligibility rules, and stronger child support enforcement. Senate leaders Coppersmith and Snyder advocate faster, broader implementation and a potential medical assistance overhaul, with Senate Bill 292 already introduced.

Meany and Carter Repair Rift to Form Labor Alliance

In Washington the Carter era has eased tensions with AFL CIO chief George Meany. Meany now appears the equal of any labor leader as Carter burrows toward labor support, aided by Mondale and a tight White House labor liaison. The arrangement, once unlikely in 1978, tightens ties through Meany, Powell, Donahue, and Jordan aides as the Panama Canal treaty and Miller Fed chair nomination rally labor backing.
