ISC Study Series begins Tuesday January 17 at 7 30 p m in McElhaney Hall room 2. The course teaches double entry bookkeeping journals ledgers and balance sheets with loss and gain statements. Registration and program details are through Dr I L Stright at Indiana State College.
Governor Lawrence proposed a constitutional budget that accelerates corporate and business tax payments to prevent a deficit. He urged legislation by March 1 to require advance corporate net income and bank shares taxes, utilities gross receipts, and out of state life insurance taxes before June 1. The plan aims for immediate 8 million, with further 24.7 million from tax adjustments, and to avoid general tax rate increases while balancing the general fund.
President elect John F Kennedy met Baptist evangelist Billy Graham for a lunch in Palm Beach while continuing to fill key government posts. Kennedy announced John M Leddy as assistant secretary of the Treasury for international affairs, joining Douglas Dillon. Elvis Stahr Jr was named secretary of the Army, completing Pentagon leadership under McNamara as defense secretary.

Inspector Thomas L. Martin will become assistant police superintendent in charge of Pittsburgh's Traffic Division on January 25. He was appointed by Safety Director Louis Rosenberg to replace the resigning Edward Maas who offered no reason for stepping down. Captain John A. Neary will move into the post of traffic inspector when Martin advances.
Margaret Urban, 34, mother of three, was found strangled and raped in her car. Arnold Fraser, 32, a friend of the family and co-worker, admitted the murder after police said he assaulted her when she resisted his advances while driving from her husband Leo Urban’s parkway business. Fraser held for investigation. Mary, 4, Mary 5, and an older daughter Margaret Wysocki were listed among Urban’s children. the husband owns a bowling alley and bar on Detroit’s east side.
Medical advisers to the legislature found about 4 percent of state mental hospital inmates do not belong there, identifying them as nonpsychotic senile patients. The panel cited a 1957-59 study with 39,000 inpatients and 4,000 senility cases, plus about 18,000 aged individuals institutionalized elsewhere. They also reported average annual expenditures per mental hospital patient at about 1,450 dollars and differing per-patient costs across facilities. A separate note mentions 2 percent of U.S farm trucks are light capacity and 8 percent over 1.43 tons.

In Vientiane reports say Tha Thom, a major staging area for a government assault on rebel-held Plaine des Jarres, fell to pro-Communist forces Sunday night according to French military sources. The government had multiple infantry units dug in there, following the rebel capture of Ta Vieng earlier, which disrupted plans for a northward drive.

The squadron claimed destruction of a rebel truck amid fog hampering other damage assessment. Reports of security forces moving toward Savannakhet sparked evacuation rumors denied by officials. Rebels threat fronts raised concern at Paksane Tha Thom as defense lines regrouped for a northward push into Xieng Khouang.
New York AP marks the first anniversary of the 18th Amendment or prohibition. President Eisenhower’s budget to Congress recommends 46,222,300 for flood control and navigation works in Pennsylvania for the year starting July 1. It includes 15 million for continued Kinzua Dam work, with Kinzua's total estimated cost over 119 million and current year appropriation 4.53 million. It also seeks increases for Shenango River Reservoir, Maxwell locks and dam project, and starts two new flood control works at Curlingville Dam and Turtle Creek, plus 85 thousand for Blanchard dam planning and Delaware River Channel deepening.
Harrisburg AP: Pennsylvania motorists urged to apply for new driving licenses before month end. Secretary Charles McDageherty said applications must reach the Bureau of Motor Vehicles by Jan 26 to ensure renewal by expiration. Each day 5 000 to 6 100 applications are returned for incomplete data, mainly missing birth details.
