President Kennedy received an unscheduled holiday as foul Washington weather delayed a flight carrying top officials to Palm Beach for conferences. Kennedy had planned a mid morning session with Secretary Douglas Dillon and others to push toward final decisions on the 1963 tax cut plan.
The Associated Press reports a major holiday traffic toll as fog and snow delayed travel in Washington area causing many highway deaths. The 102 hour period ending Christmas saw 23 fatalities with most from vehicle collisions and fires. Names of victims include Myron L. Moore and Frank Bach, among others, and safety officials warned against overtaxed heating and winter road hazards.
EPHRATA Pa AP burglars entered Gehman's Jewelry Store through the front door with a crowbar and stole about $10,000 in gems and items. The haul included many Masonic rings more than 100 wrist watches wedding rings and 130 birthstone rings. The loss was discovered when Gehman opened the store after a Coral Graceton Fire Co party day.

Havana AP report notes hundreds of Russians and families left Havana aboard the Admiral Nasimov bound for home amid dismantled Soviet missile sites. About 1,000 relatives of Cuban invasion prisoners head to the United States as 23 Americans in Cuba near release. Fidel Castro may grant amnesty to foreigners in jail. John Factor, the barber turned philanthropist, was reportedly pardoned last summer under Kennedy era labeling.
Gov elect William Scranton is five cabinet posts short of a full slate as he aims to present appointments to the state Senate for immediate confirmation. Unfilled posts include state police commissioner labor and industry secretary banking secretary public welfare and property and supplies secretary. Scranton recently named Maurice Goddard secretary of forests and waters and Thomas R White Jr adjutant general.
Amid seasonal goodwill 1,113 Cuban invasion captives were freed and sent to join families in the United States as the world faced ongoing Viet Nam conflict, nuclear tests, and unrest. The season brought messages of peace from leaders, with faith and hope sustaining people despite global discord.
A 3 month old boy was treated after a doctor opened his chest on a kitchen table with a steak knife and massaged the heart to save his life. Spokesmen at Palo Alto Stanford Hospital said the child, Orian Merlier, was in critical condition and placed in intensive care.
In Washington, McNamara proposes reorganizing four low priority Army National Guard infantry divisions into brigades to improve reaction capability and accelerate a fresh recruiting push. The plan targets strengthening Guard strength toward 400,000, with a parallel Reserve reform, while maintaining quality and readiness amid a broad defense review.
PHILADELPHIA AP Col. Thomas R White Jr state adjutant general designate said Tuesday night he is sure nobody will be discharged from the state National Guard because of reorganization plans. He noted 18 Guard units to be eliminated but soldiers can transfer within the Guard. The 28th Division would rise to 80 percent wartime strength with no discharge.
An exodus of relatives of invasion prisoners released before Christmas is due in south Florida Thursday. Hundreds of Russians aboard the Soviet liner Admiral Nasimov left Havana for home, while the African Pilot will transport ransom relatives to Port Everglades. Red Cross nurses and emergency supplies accompany the cargo flight from Miami to Havana for the trip to Florida. Families faced loss of possessions unless they could take only the clothes they wore.
