Washington December 22 The Treasury launched a bold plan to freeze gold inflows and neutralize their impact on the economy. Under the balance wheel program the treasury would buy all gold with receipts from discount bill sales and place future gold purchases in an inactive account while using treasury actions to redeem or purchase outstanding bills as gold moves. With Marriner Eccles beside him Morgenthau said Roosevelt approved the plan to curb excess reserves and give the Fed room to manage credit pressures. Economists note each dollar of excess reserves can back eight to ten dollars of credit.
