Shanghai on December 2 saw some shopkeepers reopen amid police with shoot to kill orders guarding the streets after weekend rioting left at least 100 injuries. City officials denied deaths. mayor Wu blamed Communists for the unrest and said police would act to restore peace.
Elliott Roosevelt, visiting southern Russia with his wife, denies a UPI story misquoting him on off the record remarks. He blames a correspondent and says he will inform the U.S. Embassy, calling the issue a tempest in a teapot while noting discussions with his mother back in America.
London dispatch reports The Daily Worker claims Britain will enter a 10 year de facto military pact with the United States, behind Parliament. It says arms will come from the U.S. and British forces will fight. Alexander would oversee merged forces once defense minister. Prime Minister Mackenzie King discussed binding Britain to U.S. arms dependence. Canadian and British officials noted standardization of weapons to U.S. patterns.
Western Pennsylvania faced frigid temperatures with 12 to 15 degrees and a rise to 28. Snow squalls and ice coated highways from Somerset to Meadville slowed traffic. Donald Morrison of Lilly paid 10 for possessing high powered shotguns in his vehicle after 5 pm. Pays 160 fine Orele McCone of Indiana R. D. paid 100 and 3.25 costs for having 16 muskrats during a closed season. John R. Jelson of Blairsville fined 150 and 3 costs for 15 muskrats in possession before JP Mary Koons of Blacklick.
Antonio De Tardo, 72, at San Quentin for 26 years after shooting his wife for a quarrel, refused parole for the second time. He told Warden Clinton Dutty he likes it there and would stay, citing good treatment and his love of opera and classical records.

Separately in Pennsylvania two rural school teachers were rescued after a long mountain hike, finding warmth beside a fire and praised by neighbors, while officials continued mountain searches.
Philadelphia conductor Eugene Ormandy strained a muscle while leading Tschaikowsky Fifth Symphony. He was ordered to rest by doctors after the performance, a recurrence of a prior injury from 1939 and another strain several seasons ago while conducting the same work.

Los Angeles deputies planned a search after four twig crosses were found in a holly bush near the Santa Susana grade west of the Los Angeles County line. The 6 year old Rochelle Glus kt oter has been missing from her home since November 15. One cross was wrapped in newspaper pictures of the missing girl, suggesting a possible connection to the kidnapping.
Col. Jack W. Durant of Chicago faces formal charges for involvement in the theft of the Hesse family jewels worth $1,500,000. Mrs. Lydia Spillman, 388, was reported in serious condition after being shot in the right chest while seated in her parked car in Floral Park New York.
