Open Shop Principle Adopted for Postal Service

Washington officials announce that the open shop rule will apply to the Postal Service. Postmaster Busse of Chicago, Acting Postmaster General Hitchcock, and Second Assistant Postmaster General Shallenberger agree that postal clerks may join labor unions without department opposition, as long as they follow postal rules and do not coerce nonmembers. The department will protect employees who choose not to join the union.
