Harrisburg report states many districts will be understaffed or rely on emergency fills as the new term nears. DPI survey finds about 450 teaching positions, mainly in rural areas, likely to remain vacant, with other vacancies covered only on an emergency basis.
Pennsylvania districts report hundreds of teaching vacancies amid interim and emergency certifications used to fill posts. Rural districts suffer from lower salaries, while 12,600 graduates last year had only 57 percent stay to teach in state. Labor disputes flare in Philadelphia Pittsburgh and Scranton over no strike penalties and pay raises.
Humphrey reorganizes his campaign apparatus as a new party chairman is discussed. Rumors place Lawrence F. O'Brien in line, with others like Oklahoma's Fred Harris and Missouri's Delton Houtensens mentioned. The five Caldwell County commissioners were sentenced to 48 hours in county jail by a Superior Court judge for contempt of court over inadequate office space for the clerk of Superior Court. They announced plans to appeal to the North Carolina Appeals Court and were released on $500 bonds each.
Police say gems were stored for safekeeping and sent to an FBI lab in Washington. The Foster Township arsenal housed gas bombs and rifles. thieves entered via a kitchen window while Hanley and his sister slept. Mrs Hanley valued the Joss at 1.678 million, and the treasures were not insured. Dr Hanley, known oil and brick fortune heir and book collector, is linked to the case.
In Chicago AP report Vice President Humphrey urged party unity for the White House bid. Senator Eugene J. McCarthy again refused to endorse Humphrey over Vietnam policy, while Senator George McGovern pledged support only after his Senate re-election. Both former rivals skipped the usual loser’s concession at the convention, despite long ties with Humphrey.
Bids for a water treatment system in Nowrytown will be opened at 2 p.m. October 4 in the offices of Lionssinger and Clark, Indiana attorneys. The Nowrytown Water Association has funded efforts to obtain a water supply with a drilling contract already awarded to a fin. The project will install the distribution and aid writer supply system.

In Charlottesville Republicans broadcast coverage of the Democratic National Convention in Chicago. An announcer stated the program was brought to listeners by the Charlottesville Republican Campaign Committee. Officials believed Chicago events would push listeners toward voting Republican on November 5.
Evangelist Billy Graham will open his Pittsburgh Crusade at Pitt Stadium this evening at 7 30 p m He will remain at Pitt Stadium from August 30 through September 8 inviting local residents to attend the series
Pennsylvania’s 162 delegates head home from Chicago pleased with Hubert Humphrey’s nomination as the strongest candidate. Some Hum- phrey supporters worry about Vietnam and rising street unrest affecting the election, while Sen. Joseph S. Clark says he will back the nominee but opposes the party platform on Vietnam.
At Long Binh prison stockade in Vietnam rioters killed one inmate and wounded 63, including four guards and the acting warden. Ten large buildings burned, including the mess hall and files building, as 718 prisoners were housed there. The uprising followed a prior Da Nang Marine brig riot two weeks earlier.
