Harrisburg AP reports three Republicans who stalled the budget backed it Friday as Democrats shifted positions. The chamber neared passage at 9 yes votes short of the 102 needed on a $5.1 billion plan amid a marathon session that stretched into Saturday and Sunday, with several Democrats recorded as voting yes before final tallies.
Six lawmakers from suburban Philadelphia won an amendment to cap the city 4.3 percent wage tax on nonresident commuters as the state budget fight lumbers past the fiscal year start. The measure, authored by Rep. Ted Doyle, gained a 94 vote but faces a tax increase bill overall. Republican reps Miller Hopkins Hasay left the ranks amid the dispute.
President Carter plans talks with Israel and at least four Arab foreign ministers next month to push momentum toward a Geneva peace conference. The talks with Kissinger and the Pan ama Canal agreement are on the agenda as U S officials say progress continues on Arab Israeli differences while seeking Senate ratification support.

Nearly 1000 Indiana County fans filled Three Rivers Stadium for a Pirates win over the Mets. Barb Larsen known as Queen Evergreen XIV presented Chuck Tanner with Christmas Tree seedlings and a plaque. The gift honored Indiana County as the Christmas Tree Capital and included a plant for Roberto Clemente Park.

Bell Telephone affiliates in Pennsylvania and Delaware reached tentative contracts with five unions averting a strike that would have idled about 25 000 workers. The three year agreements include up to 14 percent raises over three years with immediate eight percent and three percent raises in August 1978 and August 1979. Ratification voting is set for September 16.
