Philadelphia August 11 INS Commander John D Pennington former administrator for the tri state district in the now defunct prohibition bureau and 109 members of his staff today held appointments in the newly organized division of investigation of the Department of Justice As a result of the new lineup a virtual breakdown of prohibition enforcement in New Jersey was anticipated because city law enforcement was placed in the hands of only eight men including a deputy administrator and government counsel and six agents.
