Soviet spaceman Gherman Titov arrived in Moscow to a hero's welcome, kissing welcomers as he warned that the USSR can crush any aggressor if enemies of peace unleash another war. At Lenin-Stalin tomb he declared his space flight dedicated to peaceful purposes and progress.
Premier Khrushchev lauds Soviet cosmonauts as Burgess council honors Titov and Gagarin. Titov asserts willingness to fulfill tasks for the party and government while noting automatic and manual landing capability. Mack faces questions over a traffic incident. no action taken.
Harrisburg report: 13 Philadelphia area Republicans pledge to oppose a Democratic reapportionment plan that would add Bucks and Delaware County portions to Green's Northeast Philadelphia district and Granahan's West Philadelphia district. They attack three suburban Democratic reps for not joining. A GOP amendment proposal would shift Green’s district back to the city line.
The State House passed the coal pipeline bill 110 to 94 sponsored by Rep. William G. Buchanan. It would authorize pipeline companies to transport coal across Pennsylvania, with power to seize land for rights of way. Opponents include railroads and unions. supporters are coal firms and United Mine Workers. The project could cost about 90 million dollars and shifts coal from Western Pennsylvania to Southeastern plants. The measure moves to the Senate for consideration.
HARRISBURG AP The General State Authority awarded contracts for Indiana State College athletic field construction. O H Martin Co Pittsburgh 180000 heating and ventilating Kupetz Bros Barnesboro 7994 plumbing Lamp Inc Saltsburg 30887 electrical Bernard Electric Inc Johnstown 4189. A low bid on site improvement exceeded allocation and this phase was eliminated.
A Douglas Aircraft space systems engineer predicts nuclear powered ships flying in formation with comets within a decade. M. W. Hunter spoke at an International Symposium on Space Age Astronomy in Pasadena. The report also notes Senate action and Proxmire’s challenges to O Connor’s FPC appointment, with debate over financial holdings in the gas industry.
Marion Center area receives a Rayne Two Elementary School proposal as part of 18 new school projects funded by bonds. The Rayne Two school would cost about $595,000 for a 12 room elementary building with a multi purpose room cafe library and health and office spaces. Architects are named but site not fixed. A Creekside-Washington allocation increase of about $20,000 was also approved.
At Punta del Este the Alliance for Progress endorses a 10 year inflow of at least 20 billion dollars from U S and other sources and urges rapid national plans within 18 months. The U S glosses Cuban charges and notes Venezuelan reform. Fidel Castro criticizes Betancourt and Cuba targets Venezuela in a broader economic dispute.
Atty Gen Anne X Alpern will run for a full 21 year term on the Pennsylvania State Supreme Court after the 113 member Democratic State Committee unanimously endorsed her. The party Executive Committee had endorsed her last Friday. Support came from Emma Guffey Miller and Genevieve Blatt who praised Alpern and pledged to campaign for justice and duty. The Republican counterpart had yet to pick a candidate for November.
A Pan American DC8 with 72 passengers and 9 crew was hijacked over Mexico today and diverted toward Cuba. It originated in Mexico City bound for Guatemala City, with officials estimating arrival in Havana by 3:30 p.m. EDT. The plane may have been armed. FAA and White House were alerted as authorities pursued the incident.

He warns public trust in law enforcement may suffer as Perry Mason victories distort the reality faced by DAs nationwide. He cites the Mancert murder trial where the defendant was acquitted.
