Senator Estes Kefauver captured a decisive Democratic primary victory in Tennessee over Judge Andrew T. Taylor, winning 433,097 to 218,981 as civil rights remains the central issue. Kefauver touted nationwide implications for the Kennedy ticket while Taylor conceded late.
Two days of violent storms eased to scattered showers and thundershowers across the central and northern plains and Middle Atlantic coast. Light morning precipitation followed a night of heavy rain in Norfolk with 1.18 inches and Youngstown about 1 inch. Cooler air moved into the Great Lakes Northeast and Pacific Coast, with cooling expected to reach the plains.
The General Accounting Office found the Defense Department wasted more than 147 million dollars building military housing at 15 bases. The 129 page report to Congress details Capehart program abuses as private contractors built homes financed by mortgages repaid via rents. Pentagon denies the charges.
New York AP Mutual Broadcasting System urged face-to-face discussions as the proper format for joint presidential broadcasts. Stephen J. McCormick sent telegrams to Nixon and Kennedy proposing in-studio or shared platform debates to present major issues objectively.
In a 115 page letter broadcast by Moscow radio Khrushchev denounces British PM Macmillan for backing U S policies he calls aggressive. He links the downed RB47 and the U2 over Soviet territory to British complicity and mocks U S efforts to humiliate the Soviet Union.
A United DC6B with 48 passengers and five crew made an unscheduled landing at Williamsport Lycoming Airport at 4:30 a.m. after a bomb scare. Passengers and luggage were searched while authorities investigated. A similar scare occurred at the same airport about two months ago, later deemed a hoax.
On the fifteenth anniversary of the Hiroshima explosion, three of Enola Gay’s crew remain on active duty. Brig. Gen. Paul W. Tib bets Jr. commands at MacDill AFB in Florida, Lt. Col. Thomas W. Ferebee serves at MacDill, and M. Sgt. Wyatt E. Duzenbury is at Barksdale AFB.
In Louisville Kentucky the United Mine Workers Union cut free hospital medical care for 3500 plus Kentucky members after July 1 new eligibility rules. Cards were dropped for men not having worked in coal for a year. Union says money short due to lower production and welfare fund payments. Protests planned in Madisonville and Kentucky miners contest rule amid broader national impact.

A Western Communist reporter describes a volatile showdown between Soviet and Red Chinese leaders at a Peiping labor conference held in July. The Reds blocked a resolution giving Peiping a free hand to use Asia conflicts for war. Khrushchev’s peaceful coexistence ideas were rejected, and Chinese leaders warned a new world war could be inevitable and desirable.
Lt Gov John Morgan Davis awaits word from State Sen J Irving Whalley on his plan to resign from the Senate Whalley seeks to meet Davis soon from Windber to arrange a possible special election in November for the 18th District seat left by the late Rep Douglas Eliot Whalley hints he may run for Congress if no November election is called.
Brownfield Texas AP reports a 17 year old youth died from burns after clinging to a window 230 feet above ground for over two hours during a grain elevator blaze. Five other men died in the disaster or from later burns. Philip Reeves of Cotton Valley Louisiana died July 19.
A 20 man advance guard to pave the way for U.N. soldiers was barred from entering Katanga and sent back to Leopoldville with U.N. Undersecretary Ralph J. Bunche. Katanga officials called them soldiers and refused exit. Premier Tshombe demanded U.N. patrol not be imposed. Bunche, the Congo messengers say, argued they were technicians. He returned to report to Hammarskjold.
Senator John F. Kennedy, in his first public campaign speech, says civil rights advances will strengthen United States relations with Africa and other emerging nations. He notes the ethnic press as a bridge between immigrant past and American life, urging full and equal treatment for all Americans.
