Harrisburg April 29 The General Assembly limits local taxing power under the 1947 Local Tax Act. Cities boroughs towns and first class townships are barred from levying on coal natural resources farm and manufactured goods and personal property. Ceilings are set on amusements wages sales mercantile and per capita taxes with shared ceilings among related governments. A House amendment bans wage taxes by school districts. Senate approved the amendment and sent the bill to the governor. The House passed 195 to 60 after shifting from a wage tax ban to a milder form.
