The Chile Peru Tacna arbitration sparks questions of arbitrator responsibility beyond ruling. President Coolidge’s award prompts Peru to seek conditions for the plebiscite. failure by Peru could keep the thirty year dispute alive and risk war, with Peru blamed. A New York high school morals survey shows general standards with pockets of cheating and theft but a strong majority upholding higher ethics, inviting study of the ethical norms of the upper ranks. The Port Authority of New York raises a dispute with the New York Central Railroad over its demands.
