President Ford named General Frederick C Weyand of California as Army chief of staff to succeed the late Creighton Abrams. Weyand, 58, will be the 34th chief and the first since the Civil War era not to graduate from the U S Military Academy. He directed Saigon defense during the 1968 Tet offensive and has served as Army vice chief since 1973. He and his wife Arline have three children.
