Canal toll hike seen to raise freight costs modestly

Administration officials say Panama Canal treaties would lift shipping costs for U S grains and soybeans by about two to five percent, not enough to deter exports. An Army colonel noted a 25 to 30 percent toll rise could add roughly five cents a bushel to soybean shipments to the Far East, while Brazil would gain a large price advantage if the canal closed. Debates center on broader canal oversight by 2000 and effects on grain trade.
