Carter urban policy may gain funds for cities

White House strategists told 10 big city mayors that President Carter has not closed the door on higher urban spending. Advisers cited plans for a potential urban bank, a regional aid approach, and possible budget increases to support housing, transit, and development in troubled centers.

Deduction limit eyed on mortgage interest

President Carter’s tax reform plan may cap mortgage interest deductions at about ten thousand dollars as part of a broad package to Congress next month. A proposed 33 to 40 percent federal subsidy for taxable state and local bonds would shrink the tax loophole. Charitable deduction changes likely won’t be included, and taxation of unrealized gains at death remains doubtful. Archbishop Bernardin discussed human rights with Carter, stressing U.S. leadership, while reaffirming the Catholic Church’s concern and plan to submit Senate testimony on the Panama Canal treaty.
