The Justice Department told President Carter that race can be a factor in admissions but explicit quotas are unconstitutional. The brief supports flexible consideration, not rigid quotas, in a landmark civil rights case involving Allan Bakke. Pact's high points of canal treaties with Panama
Washington reports major principles of the Panama Canal treaties signed by President Carter and Omar Torrijos. The United States and Panama will jointly administer the canal until December 31, 1998, when control passes to Panama. The U S will lead defense with a joint board, review military resources every five years, and may close bases in the Canal Zone. Panama receives $50 million to $40 million annually from canal revenue plus $10 million for operation, plus $50 million in military aid over 10 years. About 70 percent of the Canal Zone reverts to Panama upon ratification. Within three years, 3,500 U S employees would be under Panamanian law. Panama assumes public services and police. A separate treaty guarantees canal openness to ships of all nations and neutrality in war and peace.
