Retired Long Beach captain William Bals recalls his Congo years from 1904 to 1910 as an ivory hunter and river navigator. He disputes sensational claims of Leopold’s hands-for-rubber while recounting cannibal rumors, tribal punishments, and a misidentified hippo feast on his ship.

County supervisors approve two charter changes for November ballot
In a 3 to 2 vote, Los Angeles County supervisors advance two charter amendments for the November ballot. The first loosens the ban on county employee political activity to let civil service workers participate in most elections. The second would separate the offices of county treasurer and tax collector after Howard Bryam’s retirement in 1961. Debates cited lateness and possible deals, as a grand jury investigates misconduct allegations against two police inspectors.
