Congress outlines 50 billion plan to rebuild Navy fleet
The Navy proposes a 10 year program to replace 15 carriers with 12 to 15 nuclear ships, build five to seven new attack submarines yearly, and add new frigates and sea control vessels. Overseas basing for carriers is planned with families housed at Yokosuka.
