California approves 69 laws to take effect November
California lawmakers completed a full package of 1969 bills signed by Gov. Reagan and set for Nov. 10 effective dates. New laws stiffen drunken driving penalties with presumptions, tighten obscenity rules for minors, permit local nude dancing ordinances, and broaden anti prostitution and pimping statutes. Police powers expand to curb pornography, pollution, and organized crime. Picketing at the State Capitol is banned while bay conservation gains new enforcement authority.
