Dayan backs Israeli plan for Geneva talks with Arabs
Israel's Dayan told reporters before a cabinet meeting he recommended acceptance of a working paper on Geneva talks. A Foreign Ministry official informed the United States of Israel's action after the meeting. The plan envisions a three stage conference with a unified Arab delegation, Palestinians included in some form, and bilateral committees before a final session with Jordan Egypt and the Palestinians to decide Gaza and the West Bank. The Palestinians would not negotiate directly with Israel according to Naor, and Israel would not negotiate with the PLO.

United Way aims to unite county businesses and charities under a single fundraising umbrella. The plan seeks a clear attribution of most undesignated AID donations to United Way, with negotiations led by Fern Jellison and manager McNamara facing requests for fixed percentage allocations and anonymity for members. The newly formed CCC group, with about 75 members and 250 supporters statewide, is not linked to ALD, per sources.

Ullman vows to block Carter tax cut plan
Washington report says Rep Al Ullman chair of Ways and Means will oppose Carter next year’s tax cut plan unless economic evidence shows a clear need. Ullman did not rule out a 1978 option. Blumenthal estimated up to 22 billion dollars in tax relief, with one third for businesses and two thirds for individuals. Ribicoff proposes lifting crude oil price controls and taxing excess oil profits as an alternative to Carter’s plan.
